Method
- In a large pot, heat the vegetable oil over medium heat. Add the meat and cook until browned on all sides.
- Add the onions and garlic to the pot and sauté until the onions are soft and translucent.
- Stir in the carrots and cook until they start to soften.
- Add the rice to the pot and stir to coat the rice in the oil and meat juices.
- Sprinkle in the cumin, paprika, salt, and pepper. Mix well.
- Pour in the water or broth and bring to a boil. Reduce heat to low, cover the pot, and let simmer for about 20-25 minutes, or until the rice is cooked and the liquid is absorbed.
- Fluff the rice with a fork and serve hot.
