In a large pot, heat the vegetable oil over medium heat. Add the meat and cook until browned on all sides.
Add the onions and garlic to the pot and sauté until the onions are soft and translucent.
Stir in the carrots and cook until they start to soften.
Add the rice to the pot and stir to coat the rice in the oil and meat juices.
Sprinkle in the cumin, paprika, salt, and pepper. Mix well.
Pour in the water or broth and bring to a boil. Reduce heat to low, cover the pot, and let simmer for about 20-25 minutes, or until the rice is cooked and the liquid is absorbed.
Fluff the rice with a fork and serve hot.
