  • Slice the tubes open lengthwise and lay them flat. Lightly score the inside in a crisscross pattern without cutting through. Cut into bite-sized pieces. Leave small tentacles whole or halve larger ones.
  • Stir together the soy sauce, rice wine, oyster sauce, sugar, white pepper, cornstarch, water, and sesame oil.
  • Heat a wok or large skillet over high heat until very hot. Add 1 tablespoon oil, followed by the squid. Stir-fry for 45–60 seconds, just until the pieces curl and turn opaque. Transfer immediately to a plate.
  • Add the remaining oil. Stir-fry the onion, celery, and bell pepper for about 2 minutes. Add the garlic, ginger, chilies, and scallions; cook for another 30 seconds.
  • Stir the sauce again and pour it into the wok. Cook until it bubbles and slightly thickens, about 30 seconds. Return the squid and any juices to the wok. Toss for 30–45 seconds. Fold in the basil, if using, and remove from the heat.
  • Serve immediately with steamed jasmine rice.
  • Squid becomes tough when overcooked. Keep the wok very hot and the total squid cooking time under 2 minutes.
