In a mixing bowl, combine the flour, butter, milk, and sugar. Knead the dough until smooth. Cover with a kitchen towel and let it rest for about 30 minutes.
In a separate bowl, mix the ground walnuts, cardamom, and cinnamon to make the filling.
Preheat the oven to 350°F (180°C).
Roll out the dough on a floured surface and cut out circles using a round cookie cutter or a glass.
Place a spoonful of the walnut filling in the center of each circle. Fold the dough over to form a half-moon shape and crimp the edges with a fork.
Place the Shekerbura on a baking sheet lined with parchment paper and bake for about 20-25 minutes or until golden brown.
Remove from the oven and let them cool slightly. Dust with powdered sugar before serving.
