In a bowl, mix together the ground meat, onion, garlic, salt, pepper, cumin, paprika, coriander, turmeric, and parsley until well combined.
Place a small amount of the meat mixture in the center of each dumpling wrapper. Fold the wrapper over the meat and pinch the edges to seal, creating small dumplings.
In a large pot, bring the broth to a simmer. Add the garlic, mint, and lemon juice. Season with salt and pepper to taste.
Carefully drop the dushbara into the simmering broth. Cook for about 15-20 minutes, or until the dumplings are cooked through.
Serve the dushbara hot in bowls with some of the broth. You can garnish with extra chopped parsley or a dollop of yogurt if desired.
