In a large bowl, mix together the garlic, ginger, soy sauce, hoisin sauce, honey, rice vinegar, Chinese five-spice powder, salt, and pepper.
Add the pork ribs to the bowl and toss to coat the ribs evenly with the marinade. Cover and refrigerate for at least 2 hours, or overnight for best results.
Preheat the oven to 350°F (180°C).
Place the marinated ribs in a single layer on a baking sheet lined with aluminum foil.
Bake the ribs for about 1 hour, or until they are tender and caramelized, basting with the marinade halfway through cooking.
Once the ribs are cooked, remove them from the oven and let them rest for a few minutes.
Garnish with chopped green onions before serving.
