Preheat your oven to 375°F (190°C).
In a bowl, mix the flour and suet together with a pinch of salt. Gradually add water and mix until you have a soft dough. Divide the dough into four portions.
Roll out each portion of dough into a rectangular shape, about 1/4 inch thick.
On one half of each rectangle, place a layer of ground beef, potatoes, onions, and carrots. Season with salt and pepper.
On the other half of each rectangle, spread a layer of jam or fruit compote.
Fold the dough over the fillings to create a long sausage shape. Pinch the edges to seal.
Place the clangers on a baking sheet lined with parchment paper. Brush the tops with beaten egg.
Bake in the preheated oven for about 45-50 minutes, or until the pastry is golden brown and cooked through.
