- 1 Whole fish (such as sea bass or tilapia), cleaned and scaled
- 4-5 stalks scallions finely chopped
- 1 inch ginger julienned
- 3 tablespoons soy sauce
- 2 tablespoons vegetable oil

- Carefully pour the scallion oil over the steamed fish.
- Drizzle with sesame oil and garnish with fresh cilantro.
- Serve hot with steamed rice.
