- In a small bowl, mix together the ginger, garlic, soy sauce, rice wine, sesame oil, sugar, and cornstarch.
- Pour the sauce over the Red Snapper, making sure to coat it well on both sides.
- Scatter the scallions and carrots over the top of the fish.
- Heat the vegetable oil in a wok or skillet until it is hot but not smoking, then pour it over the fish.
- Place the plate or dish with the fish into the steamer basket.
- Steam the fish over high heat for 10-15 minutes, until the flesh is opaque and flakes easily with a fork.
- Carefully remove the plate or dish from the steamer and transfer it to a serving platter.
- Serve hot with steamed rice and your favorite vegetables.
