  • Rinse the Red Snapper inside and out with cold water, pat dry with paper towels, and place it on a plate or shallow dish that will fit inside your steamer basket.
  • In a small bowl, mix together the ginger, garlic, soy sauce, rice wine, sesame oil, sugar, and cornstarch.
  • Pour the sauce over the Red Snapper, making sure to coat it well on both sides.
  • Scatter the scallions and carrots over the top of the fish.
