In a bowl, combine soy sauce, rice wine, sesame oil, and sugar. Mix well until the sugar is dissolved.
Heat the vegetable oil in a large pan over medium heat. Add the garlic and ginger, and sauté until fragrant.
Add the pork ribs to the pan and brown on all sides.
Pour the soy sauce mixture over the pork ribs and stir to coat evenly.
Add the water to the pan and bring to a simmer. Cover and cook for about 30-40 minutes, or until the pork ribs are tender.
Uncover the pan and let the sauce reduce until it thickens.
Add the fresh basil leaves and stir to combine. Cook for another 2-3 minutes.
Season with salt and pepper to taste.
Serve the Three Cups Pork Rib hot with steamed rice.
