In a mixing bowl, combine the flour, salt, water, and vegetable oil. Knead the mixture until it forms a smooth dough. Cover the dough with a damp cloth and let it rest for about 30 minutes.
In a separate bowl, mix the minced meat, chopped onion, minced garlic, curry powder, turmeric powder, salt, pepper, and chopped cilantro (if desired) until well combined.
Divide the dough into equal-sized portions and roll each portion into a thin circle, about 8-10 inches in diameter.
Place a portion of the meat filling onto one half of the rolled-out dough, leaving a small border around the edges. Fold the other half of the dough over the filling, pressing the edges to seal it.
Heat a non-stick frying pan or griddle over medium heat and drizzle some vegetable oil onto the pan. Carefully place the filled dough onto the pan and cook for a few minutes on each side until golden brown and crispy.
Once cooked, transfer the murtabak to a cutting board and cut it into smaller pieces for serving.
Murtabak is traditionally served with a side of curry sauce or pickles. You can also enjoy it on its own or with your favorite dipping sauce.
