In a bowl, mix together the ground meat, chopped onion, garlic, coriander, cumin, salt, and pepper until well combined.
Place a small amount of the meat mixture in the center of a dumpling wrapper and fold the edges over to create a dumpling shape. Repeat with the remaining wrappers and filling.
In a large steamer pot, bring water to a boil. Place the dumplings in a steamer basket and steam for about 20-25 minutes, or until cooked through.
In a small saucepan, heat the olive oil and sauté the remaining garlic until fragrant. Add the yogurt and stir until heated through.
To serve, place the steamed Mantoo on a serving dish and drizzle the yogurt sauce over the top. Garnish with fresh cilantro.
