Finely chop the shrimp into small pieces and place them in a mixing bowl.
Add cornstarch, soy sauce, sesame oil, sugar, white pepper, salt, ginger, and green onion to the shrimp. Mix well to combine.
Take a dumpling wrapper and place a small spoonful of the shrimp mixture in the center.
Moisten the edges of the wrapper with water and fold the wrapper over the filling, pleating and sealing the edges to form a half-moon shape. Repeat with the remaining wrappers and filling.
Place the dumplings in a bamboo steamer or steaming basket lined with parchment paper.
Steam the har gow dumplings over boiling water for about 8-10 minutes, or until the filling is cooked through and the wrappers are translucent.
Serve the har gow hot with your favorite dipping sauce, such as a mixture of soy sauce, vinegar, and sesame oil.
